i have set StartingURL to = wwww.websiteexample.com hREF = /89843450?overview.com i want to set FullURL to contain the full URL with these 2 variables fullURL = StartingURL&hREF what is the best way to format the Set Variable of fullURl to reflect the other 2 variables?

Simply add the to variables with the set variable action like: variable: [fullURL] content: [StartingURL][hREF]

Or you can use the Add to Variable action. See the action example link in the properties of the action. DS

Or you simply add them in the open web page action. Like URL: [StartingURL][hREF]
